Executive Summary
Cross-border healthcare between England and Wales continues to face challenges driven by differences in commissioning models, access pathways and digital infrastructure. Drawing on insights from the Global Policy Network’s UK Medicines Policy Series (2025–2026), this report highlights key issues, including gaps in non-emergency access, limited interoperability, and the underutilised role of pharmacist prescribing, alongside the growing pressure on community pharmacy.

Alongside the report, a dedicated policy brief takes a network science lens, focusing on how relationships between services, workforce and systems shape patient experience across borders. Together, they set out practical recommendations to strengthen integration, improve continuity of care, and support more equitable access across both nations.
