
Executive Summary
This policy report summarises recommendations from the first roundtable in the Global Policy Network’s Primary Care Series, held on 8 October 2025. Titled “Shaping the Future of Primary Care,” the session brought together senior clinicians and pharmacists to explore how preventative care can be embedded more effectively within a system facing sustained structural pressure.
While national plans set out ambitions for prevention and digital access, local implementation remains uneven due to workforce, estate, and digital constraints. Participants highlighted the need to re-centre prevention, strengthen neighbourhood models, better integrate community pharmacy, and build stable partnerships with VCSE organisations. The report identifies the practical shifts required to ensure primary care is resilient and fit for the decade ahead.
